The AI Alliance with the support of the Analytical Center for the Government of the Russian Federation and the Ministry of Economic Development of Russia has developed a code of ethics for the creation and use of artificial intelligence technologies.
The document is undergoing a broad expert and public discussion with the participation of developers, business and state authorities. The round table on this topic was held on the platform of the Federation Council.
“We are glad that one of the first public discussions on the text of the Code is taking place in the Federation Council. Legislative authorities must be directly involved in the process of defining the legal essence of artificial intelligence and fixing it in the legal field,” said Irina Rukavishnikova, First Deputy Chairman of the Federation Council Committee on Constitutional Legislation and State Construction.
“The mere existence of the Code does not mean that the problem is completely exhausted. The basic principles of artificial intelligence ethics should receive logical development in legal norms, in the practice of law enforcement,” she stressed.
“The application of AI embraces all new areas of daily human life. Therefore, the definition of common approaches to the regulation of artificial intelligence and their harmonious introduction into the legal field is becoming increasingly relevant against the background of the growing digitalization of all aspects of society. Thus creation of ethical recommendations on the use of AI can be very important for the development of AI technologies”, – said Andrey Neznamov, Managing Director of the Sber Center for Artificial Intelligence Regulation, Head of the Working Group “Regulatory” of the Alliance in the field of AI.
The AI Ethics Code is designed to solve the problem of distrust to the artificial intelligence, it will guide the development of this technology in the country and provide trust to it from the users, the society and the state.
As a result of discussions the code developed by the Alliance will become a recommendation document on ethics for all participants of the AI market at the national level: for the government, business, developers and users. The recommendatory nature of the document will allow market participants to voluntarily confirm compliance with the code.
