The Commission for the Implementation of the Code of Ethics for Artificial Intelligence has prepared ethical recommendations on the creation and use of digital imitations of living, deceased and non-existent people (hereinafter referred to as Recommendations). The document aims to provide guidelines for the creation and use of digital imitations, taking into account ethical standards. The Recommendations can be used as a guide for developers, researchers and users of artificial intelligence (hereinafter — AI) algorithms, as well as for all those who are directly or indirectly involved in the development and use of digital services based on them.
The Recommendations offer systematic methods to ensure transparency, respect for privacy and responsible use of AI in the field of creating digital copies and imitations of humans.

The Recommendations provide a clear definition of digital imitations and distinguish between digital personas, digital copies, dipfakes, digital doubles and other relevant concepts.

Developers and users of digital imitations should observe high standards of ethics, including respect for human dignity, privacy, consent to the creation and use of digital copies, and transparency and accountability in the use of these technologies.
The Recommendations emphasize the need for a balanced approach to managing the risks associated with digital simulations and allocating responsibility between developers, users and other stakeholders.
