As part of the III All-Russian Conference with International Participation “Ethics of Scientific Research and Global Social Transformations,” the first version of the consolidated Code of Ethics for the Use of Artificial Intelligence in the Field of Healthcare of the Ministry of Health of the Russian Federation and the Alliance in the Field of Artificial Intelligence was presented — an industry document aimed at shaping unified approaches to responsible, safe and ethical use of artificial intelligence technologies in medicine and healthcare.
The draft consolidated Code was prepared jointly with the chief freelance specialists of the Ministry of Health of Russia, Yaroslavl State Medical University of the Ministry of Health of Russia, Russian Medical Academy of Continuous Professional Education of the Ministry of Health of Russia, State Military Medical Academy of the Ministry of Health of Russia, Russian National Research Medical University named after N.I. Pirogov of the Ministry of Health of Russia, Lomonosov Moscow State University, the FinTech Association, as well as representatives of the expert community.
Particular attention in the document is paid to preserving the leading role of the physician in making clinical decisions, ensuring that patients are informed about the use of AI technologies, assessing the ethical impact of AI systems, as well as mechanisms for cross-sectoral interaction when using health data. The Code also contains recommendations on the use of AI in medical education, scientific research and the development of innovative medical technologies.
During the conference, it was announced that public discussion of the first version of the consolidated Code had begun. Representatives of the medical and scientific community, developers of artificial intelligence technologies, educational organizations, patient associations, experts in law, bioethics and digital development are invited to work on the document. Proposals and comments received as part of the discussion will be reviewed by the working group and taken into account in the preparation of the final version of the document.
The participants of the conference were also presented with a roadmap for the further refinement of the consolidated Code, which provides for expert consultations, sectoral discussions and conciliation procedures. It is planned that the final version of the document will be prepared and presented to the professional community in August 2026.
The development of the Code will be an important step in the development of the soft regulationsystem for artificial intelligence in Russia and will make it possible to form unified ethical guidelines for the introduction of AI technologies into healthcare, ensuring a balance between technological development, patient safety and respect for human rights.
