The second «Artificial Intelligence in Higher Education» forum was held at Tyumen State University on July 5 and 6, 2025. It was attended by scientists from leading Russian universities, experts, and representatives of technology companies.

 

In his welcome address, Russian Minister of Science and Higher Education Valery Falkov noted:

«Today, the entire world stands on the threshold of monumental changes, and artificial intelligence will become one of the key phenomena of the future technological paradigm. Therefore, Russian universities must train a large number of qualified personnel with the relevant knowledge, skills, and abilities. A rethinking of the very foundations of university education—its goals, values, and role in society—is required. Universities must be prepared to redesign their management and organizational practices, regulatory frameworks, and ethical frameworks.»

 

The forum opened with a series of expert presentations, followed by teamwork across tracks. The conceptual track focused on developing educational models using AI technologies for various types of programs and different types of universities. The management track team developed a transformation of university management systems. Individual teams designed legal changes necessary for the implementation of new educational models and identified university needs for information technology development.

 

«Much has changed since our first forum: artificial intelligence has become smarter and has become part of our everyday lives. Its implementation in higher education no longer seems like a fantasy. The university is ready to engage in these complex but extremely important processes. This is a serious challenge, but we will definitely work on it,» said Ivan Romanchuk, Rector of Tyumen State University.

 

«Today, it is enthusiasts who are paving the way for artificial intelligence in various areas of our society. The forum brought together AI enthusiasts in education who are ready to transform the educational landscape, expanding its capabilities with new technologies, and take steps to adapt the education system to these changes. «The event at Tyumen State University became an important milestone in the transformation of higher education in the context of the rapid development of artificial intelligence,» said Valeria Vorobyova, CEO of the AI ​​Alliance. «The discussion presented various approaches to using AI in universities—both in the educational process and in management.»

 

Ulyana Ravedovskaya, Director of the School of Education and the Center for Educational Development Based on AI Technologies at Tyumen State University, speaking about the transformation of higher education models, emphasized that the university has taken a radical approach to this topic by actively experimenting with the integration of artificial intelligence directly into the classroom learning process: «We have now reached the point where artificial intelligence can be applied in education, but this requires a restructuring of the educational models used by universities.»

 

According to Sergei Gradirovsky, Academic Director of the Master in Public Strategy program at the Skolkovo Moscow School of Management, the main task of universities today is to once again become centers that shape our common future and develop a new type of intelligence that combines human capabilities with the capabilities of artificial intelligence. It’s important to view AI not simply as a means to an end, but as a fundamentally new force capable of radically changing the very principle of learning. «Education must encompass various learning modes, from the complete exclusion of digital technologies (‘asceticism’) to complete openness and the free use of any tools (‘feast’). A balance between traditional and innovative approaches is essential,» he believes.

 

Alexander Didenko, Head of the Laboratory of Management Neurosciences at the Institute of Business and Business Administration (IBDA) of the Russian Presidential Academy of National Economy and Public Administration (RANEPA), Head of the Artificial Intelligence Laboratory at the Skolkovo Moscow School of Management, and Head of the Development Department at the Center for Educational Development Based on Artificial Intelligence Technologies at the University of Tyumen, noted that the development of artificial intelligence today is creating gaps and contradictions between AI implementation processes and existing infrastructure, necessitating the creation of new educational formats.

 

«The need to develop students’ and teachers’ skills for the conscious and responsible use of artificial intelligence while preserving fundamental educational values ​​has been recognized as a common priority,» concluded Valeria Vorobyova, CEO of the AI ​​Alliance.

 

The discussion featured numerous opinions emphasizing that the use of AI will only increase. The organizers of the II Forum, from the University of Tyumen, the SKOLKOVO Center for Education Transformation, and the Moscow Institute of Physics and Technology, note that understanding these revolutionary changes in the professional community is crucial.
